Why I cannot add subuser to another customer after I deleted the subuser from another customer?

In Boostorder Rep 3.0, user can only create, edit or delete subuser. User is not allowed to assign an existing subuser to the customer in the app.

However, user is able to assign the existing subuser to the customer in Boostorder Cloud 2.0 if the user has account and permission is enabled.
